fix(武器描述): 为Oxygener添加火焰击退效果描述

修正Oxygener武器的描述文本,补充说明火焰具有高额击退效果。同时在CompilingTip.gd中添加发布模式检查,避免在非发布模式下执行特效播放逻辑。
